Research into instruments for governments to better manage leisure offer
Following the development of the ‘Sustainability Research Agenda’, CELTH will start as an action holder with the implementation of a second action of the revised action agenda of Perspective Destination Netherlands 2030. As an action holder, CELTH will focus on generating insight into the instruments of decentralised governments for a balanced development of the leisure offer, both in quality and quantity.
More active policy for sustainable leisure sector
Both Perspective 2030 and Valuable Tourism (Rli) emphatically indicate that a more active policy by governments at all levels is necessary. Perspective 2030 focuses on supply development and optimisation of supply via the strategic pillar The Netherlands is attractive everywhere and via Pillar 4 Sustainability must make the supply more sustainable. However, there is still a lack of an overview of the instruments that local authorities in the Netherlands have at their disposal. Thereby, there is also a lack of insight into the way in which they can be used effectively to manage the quantitative development of the supply on the one hand and the quality of the supply on the other. the offer. Better insight into instruments to manage supply
The action consists of two main parts:
1) Overview: Generating insight, for all relevant stakeholders, into the instruments for steering towards the desired development of leisure activities (both quantitative and qualitative) as currently used by decentralised Dutch governments and the operation of these instruments.
2) In-depth: A targeted inventory of the functioning of the environmental vision and regulation, given the importance of these policy frameworks/instruments on tourist development and steering (im)possibilities for provincial, municipal and other authorities.
