CELTH at the Hospitality Economy Collaboration Table

A Collaboration Table was established at the beginning of 2023 by the Task Force on Collaboration on Hospitality Economy, chaired by Rob van Gijzel. The Collaboration Table has a multi-stakeholder character and consists of representatives of ANVR, ANWB, CELTH, DMOs, EZK, Gastvrij Nederland, NBTC, HISWA-RECRON, IPO, VNG and KHN. This table aims to arrive at a clear strategy (phase 1) and subsequently draw up a national and regional implementation agenda (phase 2). The strategy - in line with Perspective 2030 - was drawn up and approved by the Taskforce in mid-2023.

The hospitality sector attaches great importance to cooperation between business, government, and knowledge institutions (triple helix), but there is no common point on the horizon. That is why the Collaboration Table focused mainly on gaining support for defining a shared interest in the first phase. A joint inventory of the relevant social and economic developments is on the table and determining the intended goals is taking shape. The progress report primarily explores the possible governance and implementation structure.

The second phase can be started with the Taskforce’s approval of this project. On Budget Day, the Collaboration Table met again and provided an overview of the approach to the second phase. The strategy aims to create a National Council for Recreation and Tourism in early 2024. To this end, connections will be sought in the coming period with other - two is desirable - ministries in addition to the Ministry of Economic Affairs and Climate. This also requires close involvement of the provinces, trade organisations, Destination Netherlands, DMOs, knowledge institutions and regional partners and companies. Establishing a National Council is an essential first step in shaping the transition process. The 'triple helix structure' practice requires joint development of policy, implementation, and search for solutions. The future Council will have to act as a robust, reliable, and consistent partner in discussions with representatives of other policy areas.

The National Council for Recreation and Tourism aims to arrive at an integral and coherent policy vision and strategy that guides the long-term development of the leisure domain. CELTH is involved in the start of the National Council. The Council's model focuses on three layers, with all parties in the triple helix structure taking their role and responsibilities. The national layer aims to achieve a coherent, integrated vision and strategy at the national level. The provincial layer focuses on an integrated development program tailored to each province, and the regional layer comes up with implementation projects. The organisation of the proposed model will be completed in the autumn of 2023, which should be in place in the spring of 2024
